It feels that way when you talk to people but if you look at actual play rates, AST is through the roof, especially among top 100's. It's overpowered and by far the healer best-suited to carrying weak players. I prefer SCH because I hate how clunky Double Cast feels but there's no denying that AST is *way* stronger. Being able to dump 28k AOE damage plus Heavy, Bind, and the Macrocosmos effect is basically a WHM LB burst cycle every 30 seconds.

Either way Astrologian is the most fun healer I used in pvp. Even the cards are just good enough for their rng.
Yeah, I don't suggest changes to it, it's just annoying. IIRC it breaks on *any* ability usage between spellcasts - losing your second Gravity because you habitually tap Sprint feels awful. But that's fine, it's definitely a skill ceiling sort of thing.
I kind of wish they'd buff Ewer slightly, maybe give it a small shield or like 5% DR or something so that it's not completely useless as an opening draw - or give us Undraw to refund part of Draw's cooldown. But any buffs of any sort to AST would need to coincide with reverting the Macrocosmos buff and probably nerfing Aspected Benefic's cure potency (regen/shield potency is fine but 10k cure potency is way too high.)

Having a card for every situation would be boring.
Ewer IS the worst card if your team yolo‘s in alone and all, but it is a nice card to get if your team doesn‘t do that.
Its incredibly nice if your team can take care if themself and for prolonged fights ( say enemy team does the yoloing in and does some chipdamage).
I usually resort to recuping myself instead of using my benefics because i‘m usually not the prime target (can‘t catch me on the crystal if my team is good), so having an ewer for self sustain is really nice.
It‘s really fine if one out of three cards is situational and a smart team can be very resiliant with getting mp fed.
Ast is already strong enough, every card being good always would really straightup make it op. Don‘t need that.
They are not trying to balance PVP. The devs are sick of having it in the game. The point of all this is to make it so broken, so hated, that they can justify removing it completely.
That or they are just REALLY incompetent.
