Dunno about the latter... Said Duskwight did break the rules of the guild, the issue being he wasn't the only one and his friends used his as a scapegoat. With Moon Keepers the deal is much more complicated since most Moon Cats are in fact Poachers which is a big taboo in Gridania. In fact if not for Calamity that somewhat weakened the Elementals of the Shroud the city would likely be leveled by now by it's angry rulers due to said poaching.
