Honey, you saying this as if FFXIV is a free to play game. News flash, content beyond Heavensward is required a monthly sub to access. Also two factors.

A. Housing in this game is a commitment due to available purchasable plots being at a premium, that along with the exuberant amounts of money one would need to purchase one and decorate it however they so desire. Its not a thing where any average joe would be able to get sadly. The limited system is flawed for sure and its debatable whether we should have instanced housing instead (My opinion would be to have the option of both. Where we keep the perma housing wards while others can instead get an instance to decorate/garden/stable, this is my hope Island Sanctuaries become).

B. The 45 day inactive grace period is implemented to prevent unfair users who purchase the home but dont do anything with their plot as a means to completely prevent other players from purchasing land. Basically its there to combat some bit of scarcity. In that sense, 45 days is more than enough for anybody who was serious on their home to log in and tend to their house. And for a lot of people, housing is a huge part of their endgame so again its not something they would take lightly.
