After looking through Reaper more at lvl 90.
Plentiful Harvest gives 50 Shroud Gauge which means you can enshroud no matter what every 120s with your dps CD.

Why doesn't Brotherhood reset Perfect Balance for MNK at least?

It's kinda sad because my heart is still with MNK and I keep being drawn back to it, but Reaper is so much better designed and feels much smoother to play.
Even if I do find Reaper a bit too simple too.
