When you allow a modding scene like this to exist unchecked, it attracts additional potential predators to the game that wouldn't otherwise play it. This is seen in virtually any other multiplayer game that allows this kind of thing, and has been that way for years stretching back to games like Neverwinter Nights. Enforcing the existing ToS as it is written would likely reduce the total amount of 'incidents' that happen on this game.

You have to be incredibly obtuse to not understand why allowing people to engage in fantasies around child exploitation in a space they share with children is a really, really bad idea.
