A key difference is that a pedophile can actually offend through the game.
I don't think it's a good idea to allow pedophiles to associate and perform cathartic release on a platform they're sharing with real children.
Any number of potential abuses can be facilitated through online video games, though. Online communities in general have never been a safe place for unattended children, so what do you propose?
The distinction between targeting children, and doing adult things in an a place where children may be wandering around unsupervised, needs to be acknowledged. This is a game that happens to have adults playing it, and adults sometimes engage in adult activities. We're not here to raise or protect anyone's children.

And since I personally dislike children as well teens, I tend to avoid them completely because they don’t make for good company. I cuss a fair amount, talk about mature topics and enjoy voice chat, so hearing a child on the other end of the conversation weirds me out.
If I’m expected to raise a stranger’s child I’ll just take the steps needed to avoid them in the first place.
When you allow a modding scene like this to exist unchecked, it attracts additional potential predators to the game that wouldn't otherwise play it. This is seen in virtually any other multiplayer game that allows this kind of thing, and has been that way for years stretching back to games like Neverwinter Nights. Enforcing the existing ToS as it is written would likely reduce the total amount of 'incidents' that happen on this game.

I'm not saying SE has to allow any community elements it doesn't want in it's game, but removing something only because of some indirect threat it may pose to children is stupid. A lot of adult activities/entertainment encourage violent or erotic inclinations in adults, and may create elements in a community that aren't safe for children. These things shouldn't be taken away from adults, though... If parents want to allow their children to play games online with adults they're the ones that need to navigate these elements and protect their children.

Literally every modding scene I know polices itself pretty well. Mods that explicitly sexualize minors aren't allowed on any major file sharing website. Also, there's actually no way to actually prevent people from modding the game, unless you force a check every time you launch the game... Which is invasive. And also, ultimately pointless, since modders can and will find work arounds, so SE would need a dedicated team to counter it... Like, don't get me wrong... I get being disgusted by the dude who scoured the dude who scoured the internet looking for a mod that made Khole naked... But that dude is an extreme minority in a minority. And to prevent him from being able to do that you'd have to effectively install spyware on people's PCs and constantly update game.

To be honest I went and looked at some of the mods that are out there, honestly the only ones i can see for lalafell are mainly SFW ones. NSFW and lalafell aren't very popular ones (for obvious reasons). Hell one i looked up turns Lalafell into.... literal potatoes lol!Even in the NSFW side of various modding communities, the sort of mods you think are commonplace... Aren't. While I'm not as familiar with FFXIV modding as I am Bethesda games, I don't know any site that allows you to "lewd children". That sort of thing is genuinely looked down upon, no matter what game you're playing.
Generally I think the whole modding thing is just drama for the sake of it right now, most mods I see arent even about NSFW they're augments of existing things ingame some include graphical enhancements of existing assets like texture enhancements. The NSFW ones I can look up comprise of all other races EXCEPT lalafell.
In all honestly Yoshi P has said they don't want to go down this road for good reason, if they decided to install some sort of trashware like gameguard or that which is extremely unpopular with player's it would likely cause more harm than good not to mention divert resources into an essentially self defeating zero sum game of cat and mouse.Literally every modding scene I know polices itself pretty well. That being said the mod community generally wont touch lalafell nsfw for good reasons as they're neither popular or good attention for those hosting them.
