It's actually becoming part of a scam where people will relocate to an empty plot to do just that and sell stuff to auto clickers by placing a retainer next to the placard.

The housing market has turned into a real joke especially on Balmung. I have a friend there trying to get a house and the use of transfers is simply sad. People transfer in and out of plots continually with some even saying they transferred by mistake.

Does is still count as a scam when you take money from people who use a bot?
It doesn't harm the honest people and let the bot user's think twice of they want to take that risk.

But yeah, it looks like exactly that happend.
