I get this weird feeling a lot of you don't know what the word encircle means. Yes, enemies absolutely encircle you in this and basically every other game. It happens by design because enemies will naturally try not to stack on top of each other, but still need to close into melee range to hit you. The result is they form a circle around you. Obviously ranged enemies are an exception, since they don't have to close into melee range. Enemies just adjust so slowly in this game that if you're moving around constantly they don't get a chance.

Now Overpower is terrible to pull with. Enemies are almost never positioned in a straight line when you engage them; and wasting Equilibrium to pick up the other 90% of the pack that Overpower missed is just a waste. Since Equilibriums enmity modifier is worse than an actual attacks DPS will probably peel them off you anyways, so may as well just go with the uncombod Mythril and accept the fact that you won't have aggro on most of the pull by the end of it.

The only good way WAR has to get full enmity is to basically sit there eating autos through a full AoE rotation, or start blowing infuriate stacks so you can decimate. Both are clunky and way worse than the options that tanks with circular AoE and OCD attacks have.
