The relocator (in most cases) already had their battle with the timer to get a house in the first place. They haven't skipped anything.
The length of the timer is the real problem. Capping it at 3-4 hours compared to the 24+ hours (or whatever the max length currently is) would be a significant improvement while still serving the purpose it was intended for. That's more than enough time for a plot to be noticed by multiple prospective buyers so a flipper can't just "hand the keys" to another player in exchange for real money or massive amounts of gil.
We effectively had that back before 4.1 when there was no timer. Players DIDN'T welcome it. That's why SE ended up implementing the timer. It put a major stumbling block into housing resale for RMT or inflated gil fees.
A lot of the social economic issues we have in the real world are due to land barons jacking up property prices so ordinary people have a difficult time securing a place to live while still being able to afford things like food, clothing, transportation, etc. Let's not encourage the game to repeat real world mistakes.
If you want to play land baron, go play real estate tycoon games instead of MMORPGs.
