I'm just going to drop the nugget that TWO races won't be able to use the new hair, not just the VII.

Adding more genders of the two races is just going to make it worse.

I wouldn't call it selfishness and greed though.... simple math.

12 heads per race. 24 heads. Each would need the hair done from scratch.

Instead of the single head that all previous things fit onto.
