You do if your preferred method of obtaining upgrade tokens is through more engaging content. As someone who primarily caps through Hunts, I can say while very efficient. They're utterly mindless—to the point if I'm multi-tasking, I'll briefly afk because it literally doesn't make a difference when two hundred people are beating on a thing scaled towards i430 gear.

You can't make this statement. Not when the dev team repeatedly made adjustments to Pagos specifically because the backlash was immense. Furthermore, we have Lucky Bancho's census data that depicts a drop off of nearly 50% for all regions prior to said adjustments. While it may be unofficial, his statistics have been fairly accurate and reliable; bolstered by the fact near every criticism levied towards Pagos, and Eureka itself, was addressed either throughout Stormblood or in Bozja.

It isn't a generalization whatsoever to claim Eureka was not received well. It may not been the dumpster fire some make it out to be, however a dev team doesn't make four separate adjustments to a piece of content in a single patch cycle when things are performing to expectation. Nor do they publicly apologize in their subsequent Live Letter for misinterpreting the intended audience.
