I assume to prevent players from overloading the city instances with population.Though all that said.... why is there always only one place to spend tomestones? They could have put a tomestone vendor in the markets in the Crystarium and let people choose which city to hang out in. They already showed this expansion that they don't have to have the end game gear vendor in one place only since you can exchange for Eden gear in both Eulemore and Mord Souq
I don't see how that makes a difference here, because now rather than overloading the Crystarium, they're overloading Eulemore, both of which are city instances people have to go through for story. But if they had had a tomestone vendor in both cities, that would split the players between which town they hang out in, making it less taxing to have so many players in one place at the same time.

Eulemore has the crafter hub too.
But even still, either way you end up with lots of players in one spot, since that was the other person's reasoning for not having a vendor in the Crystarium. As it is now everyone is only in one city. So that just makes the point moot since both are in-game cities and either one would have lots of players overloading it. At least the Crystarium wouldn't feel so cramped/claustrophobic if there were more people in it....
