Yes, but intent and outcome were not the same, this happens in experimental research. What we ended up with were people who could manipulate aether enough to detect changes in it, making them far more effective combatants, and the ability to resist death akin to what the Echo does for us, or to how the Ascians cheat death, but it did not succeed in allowing the Garleans to use traditional magics.

So that being the case, the workings of Zenos as a samurai mean that at least that job does not manipulate aether. And considering that if other jobs are manipulating it just to make themselves stronger/faster, the Garleans are naturally stronger than all the other races of Eorzea, and could be argued not to have need to manipulate aether to augment their already naturally high abilities.
