Your point is correct, but there are jobs that don't use any form of magic. Warrior, monk, dragoon, samurai, machinist, dancer, bard.

I don't think, to this point, that it would be good to introduce a race into the game that can play fewer than half of the jobs.

All these jobs use some form of aether manipulation in otherwords magic. Dragoons jumps involve manipulating their bodies aether to jump higher, machinist even uses aether for some of it's ammunition and the device on your hip is designed for that, none of the garleans that use guns have this device so while they can obviously use the firearm itself the machinist as a job is more about the device that uses the wielders aether. Most songs or buff based abilities would use aether and most 'flashy' attacks are aether based, like samurais projectile. Basically just cause it doesn't use MP doesn't mean it isn't using aether which garleans cannot manipulate naturally.
