Look at the S**t storm that not having male veira caused. Imagine locking someone out of playing a job because they wanted to add playable garleans.... and back to my previous point, garleans can’t cast magic and every single class in the game has magic. Bards have their songs, ninja has its mudra.

Obviously, this is a prime opportunity to focus on the most important job in the game: FSH. They may not be able to cast a spell, but they can certainly cast a line.

Jokes aside, it's most certainly not going to happen in a game where being able to play every class is such a huge draw for a not insignificant number of players. That and Viera/Hrothgar is supposedly the last race we'll be getting.
