Are the Resonant still a thing? The writers could easily put in a story about a group of rebel Resonant allied with the Populares fleeing the empire and settling in an Alliance city-state.

Not that I think that would ever happen, mind you. And playing a Garlean through ARR would be just as jarring as playing an Au Ra. Yugiri shows up and you’re like “Um, Yugiri, I’m one of you. You can take off that mask.”

It would take some mental gymnastics to make it work. But gameplay wise, the writers could easily make something work out so that Garleans could have access to all jobs.

Resonants weren't a thing until Stormblood, so definitely won't happen and if it did, it'd be way more jarring than Yugiri. Yugiri's race at least has implied history of having existed for generations, whereas Resonants didn't exist at all until a specific point in the Stormblood story.
