I disagree. Outside of the most hardcore of raiders, no 8 person static is going to have all 8 people have EXACTLY the same mindset, and even then people have work and so even if some people can make time to prepare for raiding on patch day, others have other commitments they can't ignore and by extension, have to gimp their own experience just to even unlock the content in the first place.

I know that famously players are good at spotting problems, but not necessarily very good at thinking up solutions, we're not professional game designers, i think an ability to unlock savage straight away without even having started the normal mode would be called for here - Put in 3-5 warning windows if needed to discourage non-hardcore raiders from accidentally unlocking savage first if needed, but atleast give some credit and some attention to people who'd need a system like that. That being said, i realise that doing that would mean that SE wouldn't be able to make Savage story oriented like they have with eden savage so far, a side-story to the existing one of sorts, and i really like that....So in which case, savage coming out a week after patch would be the better option. Savage coming out a week after patch has its advantages - It means those in the world first race would be on equal footing to eachother as they have a full week to prepare rather than a case of which team can have the most people calling in sick or taking the day off of work on patch day.
Outside of the most hardcore of raiders then, it doesn't matter.

As it stands, if your static wants to wait a day or a week-- then it is your static's prerogative to do so. Don't make Square force the decision on other people because your static wants or needs to take their time.

I wouldn't be opposed to a "unlock directly to savage" option, but hitting the ground running is absolutely part of the world first race. The statics that can hit the ground running will, and should, have a natural advantage over those that want or need to take their time.
