I think it has been said on record that it won't be integrated into the regular content at any point. The updates will continue but never to the point where you can tackle current content on BLU. I don't have a direct link to that though. I imagine we won't be getting anymore updates in the 5.x patch series (but it would be cool if we did) and the next time we can look forward to a BLU update is 6.1 with an increased cap to 70, new spells, new achievements that challenge people to try other content on BLU (Eureka maybe? I would like to try a 56 man BLU BA myself) and new Carnivale stuff.
Either way, BLU is fine as a limited job. It has its niche and turning it into a regular job kills what it does do well.
They said it wouldn't catch up to current content in 5.x, not that it would never catch up. They even said it might get two level updates in 5.x, meaning that we could get up to level 70 before 6.0 drops.
