They mentioned it (along with PUP) as potential additions to the game thanks to the limited job concept. It was apart of the initial BLU introduction last year. They didn't outright say that they were working on these jobs though.
The update which nerfed the range happened way back in 2017 if I recall. People were giving them flak with the recent one, because the flower pet & the ladybug were the exact same as the other flower & ladybug pets. They were basically cosmetic items which added nothing of value to BST.
But.....If they just left BST alone as a solo job, they would not have had to "Balance" the distance. What you are saying is a prime example as to why those trusting SE to release BST as a group job, are asking for a world of disappointment...
The FF BST tames or catches. If you get away from that, what kind of job do you have? The XI BST, which is a disaster.
From what my LS leader told me this spring, BST still couldn't use abilities to tell their pet to use special attacks besides at rather close range unlike PUP. No clue if that was fixed when you said it was because I just leveled BST to 99 two years ago being in melee range the entire time. What am I saying is a prime example? That I want to see a full job version of BST AND there be some fun side content? If you check my post history from a year ago you will see that I said I would like to see some side content open to any job involving charming something in Azim Steppe and having a ladder you climb up defeating monsters along the way till you fight some end zone boss. Since then, I thought it would be cool if it also has aspects of choco raising from XI to give it longevity but who knows if that would fly since would be "time gating".
I would like to see BST as a full job that has a "tank pet", "dps pet", and an "utility pet" that could potentially heal. Then the charming aspect is to have a collection of skins that you can then use in a system similar to picking your choco barding. Then would still like there to be something XIesque for solo play again ideally open to any job.
How is my favorite job not in FFXIV? That is asinine.

Being limited vs group will likely determine what you can tame. For those who want a group job, you are not going to be able to tame very much. Those who do not care, or the limited crowd will probably get unique stuff like Behemoths & Dragon type pets. Keep that in mind.
FFXI beastmaster was very limited in what the pets were. It was not a great job by any stretch to boot. Subpar DPS. Unless you get a endgame weapon, competing against people without an endgame weapon.
Blu hasn't done that well as content both NA/EU and JP, kinda feel like blu is going to be our 1 and only limited job. However if it's so then this prolly means puppet and beastmaster are never going to see the light of day unfortunately. If we see them as normal jobs they'll be simplified and dummied down, the reason blu is limited is not because it's OP it's because it requires you to more than just level like normal jobs. So a normal job version of beastmaster and puppetmaster would have to have set monsters and set automatons similar to smn.

I would absolutely love to have Beastmaster in the game. My favorite class in Dragon Age Origins was the Ranger, who could have animals (that leveled up into better/stronger forms) with them. Please don't limit it like BLU. That was a colossal waste of resources/time IMHO. Let them learn certain spells yes, or tame certain animals, but the thing that killed BLU was that they can't do anything with everyone else because they're always 20 levels behind.

You know plenty of people actually had a lot of fun with 5.1 BLU right? It fixed many of its problems and gave it a lot of life. I would compare it to Pyros in that it is now quality side content with an active playerbase.
If BST was like 5.1 BLU, it wouldn't be bad for the game. As it stands, it will probably be even better than that because I imagin BLU will be getting even more content before BST comes out.
