If were you to believe it to be an accident or a series of accidents, why would you blame the GMs if they believed it to be so then? If you can tell it's not an accident and it's an actual trolling, then so can the GMs. And you and the rest of the party can also vote kick in this case and report it without having to wait for a GM to take action first.

I wouldn't blame the GM. I'd blame the ability for making it so easy to troll people without consequence. That's what it does and what it is, so why not do something to make it less of a tool for harassment?
