Why is leaching tolerated in MSQ roulette?

I run main at least a couple times a day on different characters and it's rarely a problem. Oh wait this is the official forum where everything is a problem. Any time there is an afk person which rarely happens they get booted. It's not that hard to do.

I've been trying to just not get bothered by people leeching lately. Usually no one else kicks them, even if I initiate the vote, so it feels pointless to worry about it for me.

Once when I was healing Prae, I notice the other healer wasn't doing anything and marked them when we were on Ultima Weapon. Turns out he had friends there, and right after the fight was done, they managed to boot me. I'm guessing they logged out/back in to do it, since I've never been able to boot people in the middle of a cutscene. His other friends were also playing pretty badly and it was making the whole dungeon drag.
