The only reason why it's genderlocked right now is because it was originally created for a female NPC. I remember hearing we'd be getting Krile's clothes back in like, 2016 or something, but the priority for getting MS clothes over new xpac/patch stuff is low, and trying to move the arbitrary lock that was already on Krile's clothes for males would have just made it take longer for it to come out, for one. Second, since the character skeletons have been brought up, the devs basically port it off of the character they had it on and readjust for the female skeleton, test to make sure it looks all right, etc.
They're literally tweaking the clothes to fit the skeleton. If you have the Minfilia costumes (both original and the Modish dress that came out a couple months ago) you'll notice your character's breast size probably increased. Why? Because the breast size is locked to the Minfilia skin, so to speak, and that just gets ported over to the female skeleton. Characters that don't have max breast size get Minfilia's breast size while in the clothes, and even on one of my max sized characters? She basically goes up a cup size while in the dress. For males to be able to wear it, they would have to get rid of that, readjust it, test it to make sure it works correctly, etc. It's more work than just porting it over from the female skeletons, and is more work to put on the devs. Which is why they work on these things between xpac/patch workload.
Most of the time I have to wonder if they speed things out (like housing, but that's a different beast) because the demand is NOW NOW NOW, which only gets people complaining more because "it's not what we wanted." You asked, you got it. Another finger on the Monkey's Paw curls. Request it, but don't keep complaining about it not coming fast enough. Gender locks on clothes will go away, but some patience has to be learned.
