I'm more of the thinking that the empty would just be an unpopulated "eden". An untouched wilderness, that the people of Norvrandt would have to repopulate, probably over the course of hundreds upon thousands of years. We are terraforming or restoring the land itself not the people.

but time moves differently on the first so the repopulation can be moved along quickly for us WOL. I am by no means saying this is what is gonna happen but its fun to think about.
