I’ve played MMOs long enough to say with 100% confidence that if your blacklist is full, the problem is probably you.

I dont have anyone on the blacklist, i have no idea where the "childish behaviour" comes from or even worse "racist" never seen it in the shout chat at all. o_O
I’m pretty new to this game, but I’ve seen it in other games. The people who complain that their ignore list is full are usually just looking for attention and aren’t self-aware enough to realize the common denominator in all of the negative encounters they seem to have. You know what they say... if you’re always smelling... check your shoe, etc.
Here's what people are missing. It's not about fighting, it's not about being annoyed. It is about people breaking the ToS. There was once a forum user now banned who made blatant transphobic posts and insulted another user repeatedly. Now imagine that but an entire chat log between 5 people. I am not talking passive aggressiveness which YMMV or the fishing for upvotes, put me in the screenshot like behavior. I am speaking of users who will will go on tirades dropping the N bomb and so much more.
Now, there has been many a feedback of, "If you say anything you get banned." That is not what I'm getting at. I have also been faced with the argument of, "It's normal for this chat XD" And just because it's normal, doesn't mean it's ok.
Here, for you,
■Nuisance behaviour
"Nuisance behaviour" means speech or behaviour that hurts others or obstructs game play, but which is not classified as harassment. Even if it was not the intention, a penalty may be imposed if the end result was that another person was hurt or obstructed.
Below is a non-exhaustive list of examples of nuisance behaviour:
◆Offensive expression
"Offensive expression" means an expression in general that inflicts emotional distress by being offensive to another person. Offensive expression may include:
・Aggressive expressions such as violent language/slander/insult/threat.
・Expressions that provoke or belittle another person, such as excessive criticism, negation/ridicule
・Expressions that significantly lack consideration for another person
・Expressions that unilaterally reject another person's opinion
・Expressions that any reasonable person would find offensive
・Expressions that compel a playing style
・Expressions that attempt to unilaterally exclude someone from the game or content/community, etc.
(Except when in accordance with rules set by an administrator such as a Free Company Master)
・Expressions that contravene public order and morals
・Other expressions that are offensive to another person
Offensive expressions are prohibited in all places where expressions can be made in Final Fantasy XIV, including chat (including Quick Chat and Emote), markers, comments and names. Use of an offensive expression in the form of a character name is also regarded as nuisance behaviour.
If you truly do have a full blacklist of people who were legitimately being offensive, then the best advice I can give you is to clear it and start over. Unless you blocked 200 people in a week, there's a really good chance you'll never hear from a good number of them again. People running around dropping the N bomb probably have been forcibly removed from the game by now.
My blacklist is empty. No point in listing gil spammers since they change names every few minutes. (Reporting them SHOULD block them for the remainder of your login, like it does in WoW.
I can't say I've seen anything else offensive enough to be worthy of blacklisting. (I also pretty much ignore chat as well.)
If you have a full blacklist it's one of two things most likely unless you just like blacklisting for no to pointless reasons.
1. You're the problem and your blacklist is full of random people whom you started argument with.
2. you're spending way to much time in the starter cities blacklisting RMT spammers and not remembering to purge them off later. They get banned periodically.
Blacklisting needs an update. People, especially on Mateus, make alts for RP or alts to troll moreso than other worlds. Reporting does not auto blacklist, no. But it should be account wide. As in If Player X has 3 different characters, Player A would also have them blocked as their alts as well. People get real stalker creepy there. My blacklist is empty. No point in listing gil spammers since they change names every few minutes. (Reporting them SHOULD block them for the remainder of your login, like it does in WoW.

Anyhow, as much as I would love to turn all chats off, that dampens the point of an MMO and how players utilize them.
I kinda doubt NA people are that worst than UE people and wonder if you're not kinda over-reacting... I've heard about polemics that sound like trying to hit a bug with a hammer if not a tank. Give yourself a break and relativise.
