The problem with that is, if you think of it as something to use for an emergency situation, you're losing out. You get one lily every 30 seconds in combat, right? So if you're saving lilies for situations where you're needing to move and heal quickly, you're delaying Misery which already requires 90 seconds of being in combat + 4GCDs to use. If you're not saving them, you're still going to have to swiftcast medica in those situations because if you're panicked enough to need that heal now, you probably didn't plan for it. Either situation still makes Misery a damage loss. It's a mild compensation at best since it costs 4 global cooldowns to cast.

I'll add to this that current oGCDs from WHM already do the job. We don't have a clear idea of healing requirements and potency calculation so we must keep that in mind but:

Single target scenario,
- Every minute you have 700 potency Tetragrammaton
- Every 30 seconds you have a 500 potency Divine Benison.
(- Benediction every 3 minutes.)
Plus Regen is "buffed" in the sense that instead of 150 potency over 21 seconds (1 050 pot) you have 200 in 18 seconds (1 200 pot)
And... well you have a co-healer likely to have excog, Fae Union, Essential Dignity etc.
The use of a 700 potency free and instant cure every 30 seconds is kinda redundant, unless there is HEAVY and sustained mono-target damage.

AoE Scenario,
- Every minute you have an added 200 potency to a GCD heal thanks to Plenary
- Every minute you have a 400 potency Assize.
Plus Medica II being shorter with added potency is a slight buff because you only need 15 seconds to get the full effect instead of 30 seconds. So this used with Plenary is 400 heal potency and 1 500 Hot under 15 sconds, a total of 1 900 pot heal every minute (but you can cast another Medica II without Plenary if needed)
And you have a co heal.
What's the use of a 300 potency GCD heal every 30 seconds in that context, unless there is something like 4 back to back "heartless angel / White hole" attacks ?

And I forgot Asylum which can be used in any scenario for extra Regen potency.

While having a GCD instant DPS spell using the Lilies would avoid forcing overheal to access Misery. And it would be another clipping solution outside of Dia and Regen.
