Unless I'm remembering the second Encyclopedia Eorzea incorrectly, the golems were designed after beings the Amdapoori magi encountered from "a higher plane". I think it also said that the only difference between the golems and a real kuribu is that the golems have a crystal on their chest to animate them.

I wouldn't be too surprised if the keynote sin eaters disguised themselves as the kuribu and lion so that Amdapor wouldn't reject them on sight(beings that revolve around light using light to mask their appearance, same concept as glamour prisms, makes sense), but Innocence remains an enigma.
