I hope it starts at level 1. Then once get it to max level you will know how to play the class. Level 50 just to high of level to start class out as. It's much funnier leveling new class from level 1.

That's not true in the slightest. I know several people who started their class at level 1 and are now 70 and are really bad still. Conversely, I know a lot of people who started at 50 or 60 (RDM/SAM or level skip) and can play their job quite well.
It has nothing to do with what level you start at. It has EVERYTHING to do with whether you put in the effort to actually read and comprehend your skills and try to find the best combinations/rotations. People who put in the effort could start a class at max level and quite quickly be very good with it. In fact, you don't get your full skillset until max level, which is often when gameplay significantly changes and you end up having to "relearn" the job anyway.

I say start it at 70. I don’t even want to have to do 20 levels. 10 would be fine to learn it. DD if you want to practice. As a healer I have to keep junk tanks alive everyday anyway, so to me it’s all the same
Regardless of what level it starts at, there will always be bad tanks in Duty Finder. Boosted ones, ones that got there from leveling, it doesn't matter. I don't know where the idea of going from 1 to 70 makes somebody a better tank comes from, because it doesn't. I've seen as many terrible level 70 tanks (often i400) as I have tanks of any other level. Warriors is raids that refuse to MT because "war does better DPS". Tanks that don't even know the basic fundamentals of their job.
Not to mention tanking is about to get a lot easier. Turn on the stance and AOE for days. We might actually see fewer bad tanks from now on. Healers will still need to deal with ones that don't use defensive CDs (optimally, or at all), but there'll be less situations that turn a pull into a free-for-all.
