So long as BLU is level capped lower that the others it will always be a disjointed mess with the MSQ, requiring players to go back and level another job in order to continue the MSQ once they hit the BLU level wall.

It'll be interesting to see whether the MSQ restriction goes away once the level caps equalize with other jobs. But prior to that, there's the new feature coming in 5.0 to let us replay through previous MSQ quests. I'd like to see BLU allowed for that New Game + replay of the MSQ quests, even if they don't do the initial MSQ run.

They already said Blue won't catch up current max level.

Actually, what they said was that it will probably take longer than one expansion to catch them up to max level, as it would be too much to get done within the time-frame of Shadowbringers.
