That's something that does not exist outside of niche content (Eureka to some extent, and Masked Carnivale). It can make Blue OP in Aurum Vale by spamming fire spells on plant enemies, but it will make Blue hit like a wet noodle on a non aspected boss, which is 100% of FFXIV endgame content. The same applies on Crowd Content abilities. You can Bind a pack of mob, but you can't silence Hello World by throwing a fish on Final Omega.

A "Core" Blu Rotation can be made with like 12 skills, a solution to BLU in the duty finder is require these 12 skills to be slotted, in order for BLU to be applicable for DF, then allow people to take what they want for the final 10 or so skills. "Overpowered" skills would already be naturally filtered out of lower level dungeons because BLU skills already have level requirements. Skills I'm refering to are:
1.Water Cannon
2.Bristle
3.Song of Torment
4. Any of the 130 potency aoe's (Would be filtered out of low level dungeons as the first 130 you get is cutters cry with rams voice)
5. Off Gauard
6. 30s Primal Skill
7. 60s Primal Skill
8. 90s Primal Skill
9. A 1 Second Cast time damage skill (Fire Agnon or Sharpened Knife or Flying Frenzy come to mind)
10. Peculiar Light
11. Blood Drain
12. 110/100 potency aoe(For pre cutters cry and below, e.g bomb toss, mind blast)
Having Blu have all of these slotted means they'll have a rotation for any sync'd level in a levelling roulette, or 50 roulette, then people can take others for niche situations/flavour in the remaining slots. You would be Limited to having to have these skills equipped hence: Limited Job
Obviously you'd have to get all these skills first this limited way we have. But in wishful thinking land the requirements for BLU in DF could go up as you level up, for example you can be let into the DF from level 15 onwards providing you have the skills on that core list that can be learned by level 15, then say, you unlock the dungeon after cutters cry, but you didn't learn rams voice in cutters yet, you could still use the DF, but you could only get dungeons cutters cry and below, as you only have the skills for cutters cry and below, then once you've learned it, the list of dungeons expands.
Veteran healers don't care if we need to heal, but right now we don't. We want interesting things to do during the downtime other than a 30s dot and a single filler spell that hasn't changed from lvl 4 to lvl 90.
Dead DPS do no DPS. Raised DPS do 25/50% lower DPS. Do the mechanics and don't stand in bad stuff.
Other games expect basic competence, FFXIV is pleasantly surprised by it. Other games have toxic elitism. FFXIV has toxic casualism.[/LIST]
It'll be interesting to see whether the MSQ restriction goes away once the level caps equalize with other jobs. But prior to that, there's the new feature coming in 5.0 to let us replay through previous MSQ quests. I'd like to see BLU allowed for that New Game + replay of the MSQ quests, even if they don't do the initial MSQ run.
Actually, what they said was that it will probably take longer than one expansion to catch them up to max level, as it would be too much to get done within the time-frame of Shadowbringers.

I am not really sure how I feel on the situation itself. I can see both sides of the argument and I can see merit on each. I think one thing we need to consider though is that we are trying to make judgments on whether or not BLU is OP/too weak/can fit into normal parties based on the 48/49 spells we have been able to see.
As I understand it the dev team have 128 spells total already and they are making decisions based on seeing the "whole picture" whereas we are looking at about 1/3rd of it.
Maybe BLU really will be ridiculous OP later or maybe it will falter and sputter with it's upcoming additions, but we should consider that we really can't know either way in the same capacity as the dev team.
