I love how peoples way of defending SE about this is saying "oh well it's level 3's fault there's nothing SE can do"...........like even if it is level 3 and not SE, it's still SE's responsibility to give their customers what they payed for or reimburse them. If they just let people pay them for service that barely works or doesn't work thats basically theft, and at a certain point id be certain the federal trade commission would get involved and that would be a bad thing for SE. Also PR wise id imagine when so many people start getting pissed it's about time for SE to find a different ISP or just reimburse people.
