I know there is a trope name for this, but basically every piece of entertainment does "let the villain monologue" because it shows how haughty/narcissistic/oblivious they are to reality. A non-canon-fodder villain would never reveal their plan, and leave the good guys to guess what their endgame is. "We" want to know the villain's plan because it wouldn't make for good entertainment if we did all this and the villain was just wanting attention and really did it because they could.

Like Zenos endgame isn't really isn't known. We know he wants to become more powerful by any means, but he treats basically everyone as toys.
