Meh, mulled this over. Am okay with it if it does what it says on the tin.

If it is as written - that "Wind Tackle" grants a GL - I think that's good. I (and others) have suggested in the many threads that having ST refresh GL would be a good step in the right direction. This is a boon in dungeons between packs and also when we have to move to avoid mechanics. Now we can actually avoid them instead of intentionally getting hit.

Now, the downside is... do we no longer use ST on cooldown in a raid setting and instead save for possible mechanics / movement phases? This'll hurt our deeps for sure, so hopefully this will balance out with a more offensive PB and higher TK use?

I don't think the GL will be granted on the second Tackle, which is the Riddle of Wind. I sincerely hope that the devs gave the first tackle the GL stack / refresh. Having it on the second would just be dumb. But... we've been fooled before.
