I think you should read more carefully, the only thing they're taking away is FUTURE housing on alts, which.. btw they could restore by allowing alts to access the primary characters house.
They are evening the playing field for all who want houses and dont have them. Until now the only chance you had was winning the lottery that was housing patch night and NOT getting all the errors.. AND getting to the house first. Now with the random destro timers you can't just flip a personal house, or just inherit a personal house. Everyone has the same chance.

Ask for a refund like anyone else and state your reason. Maybe you'll get more details straight from them.

Asking SE for a refund..if granted..tends to result in a perma-ban of the account in question.

Chargebacks on your credit card result in a perma-ban. I don't think I've ever heard a story of someone requesting a refund so they could downgrade their account to one per server.
