Seems like the theorycrafters are not ready to give stat weights they feel comfortable with. My suggestions:
1) Hit up a striking dummy. Do five minutes with one bracelet and five with the other. Then you can compare results and see if there is a tangible difference. My guess is with one item difference (same ilvl) you'll have a hard time seeing much with this method. And, this assumes you're playing on a PC and run ACT/fflogs.
2) As a rough rule of thumb, primary stats are worth, at the very least, 2x the same amount of a secondary stat. This rule of thumb comes more from my experience with raiding in WoW, but looking at what I can find on stat weights for HSW number crunching (
here for example) it seems to be okay.
