Someone who doesnt want to give in any effort or comes with the argument "I pay my sub, I play how I want" has nothing to do in either raid (savage or not, 24man raid) or Extreme Primals. That being said, dont give any effort - then expect the worst of all. You'll get kicked faster out of the parties when you can even look and then be frustrated. Not everyone is willed to carry another persons burden. If you dont bring enough dps for example in a dungeon, other players in the party have to make it up for it. The tank has to take more CD buffs, the healer has to heal more, the other dps needs to use probably his complete TP (as physical class) etc., while you lazy bums think everything's fine. IT IS NOT!
OP gave out really valid points and suggestions.
And some of them really can be implemented tomorrow without big thoughts:
- duties requiring starting level 31+ being unavailable to base classes (only jobs can queue them)
- crafter gear not allowed (you cannot queue a duty, you cannot enter the duty, you cannot wear it when into the duty)
About teaching the "ability" to play a job, it already started with the Hall of Novices. Now is optional, I'd like it being mandatory to unlock DF and queue your first duty. It also gives you proper gear to start and there will be no excuse to not wear it.
Going ahead with the levels, I'd suggest the "Advanced Hall of Novices", and "Expert Hall of Novices" being implemented, teaching you the basics of playing your job. The basics! Not requesting to have the perfect rotation, but as OP wrote, at least learn the basics of what to do in some situations. To end up with a lv 50/60/70/whatever player with the basics covered. And, of course, until you don't pass these halls, you cannot queue the duties on level above the one these halls where meant for.
It seems like OP forgot that they managed to get to a point in the game where they consider themself to have skill, using what is already in the game.
In fact most people here if not all who consider themselfs as "gud" also learnt the game using what is already in the game.
It all boils down to people either being willing to learn or not.
Thats the point. Thank you : )I know right. Who cares if we can't beat the dps check for normal mode Faust because dps is too low? Who cares if the tank can't keep aggro and wipes the group? Oh yeah and those healers who can't keep the party alive? They pay a sub so they should be able to play however they want.

I pick Symmetra, because its fun to watch people BUUUURN under my lasers. And I dont need to aim lol >: DIt's like if you played a competitive match in Overwatch; you picked Reinhardt (or any other character) and another picked Mercy, but the Mercy only ran around with her pistol shooting enemies instead of healing saying "I play how I want" excuses instead of playing how she was intended.
Seriously, there is actually nothing wrong, to let player to play the game like they want. It just becomes a problem, when you unnecessarily impede your own teammates with your "unique playstyle". FFXIV (and Overwatch of course) is a 90% teambased game. If you choose a specific role, YOU HAVE TO DO YOUR **** JOB! Otherwise, please quit FFXIV and play Nier: Automata, Horizon Zero Dawn or Zelda - Breath of the Wild instead.
This whole "I pay sub, I play like I want"-discussion is present since SE stopped to implement challenging (not hard) content. The normal (casual?) content becomes easier with each patch since Heavensward. To be honest, I really try not to blame people who doesnt have a job crystal equipped or having extremely low gear or doesnt even know how to play the game, because the game didnt tell them.
Just a small example: back in 2.1, you have to go Amdapor Keep for your relic weapon. Some people will remember the good old demon wall with adds (2nd boss), which was actually pretty hard to beat. At this point, the game told you, not to give up and put a lot of effort into the game (your class, equipment, playstyle, s.o.). And there was no toxic behavior at this point, because it so hard, that a wipe wasnt that bad.
About 3 years later with 3.5, you have "Expert" (!) Dungeons. Ironically, 99% of those dungeons can be done without any problems, no matter how you play the game or if you ignore every boss mechanic. You can watch your favorite TV-show, while mashing 2 or 3 buttons and let your other teammates or your fairy do the job. The game told you, you can beat the game, no matter what you do. You can imagine what will happen, when those people face "harder" content like Weeping City or even Ex Primals. Wiping in such easy dungeons/fights results in insults, flames and a lot more toxic behavior.
And speaking of discussions: All those "Healers must do DPS"-discussions are the result, why FFXIV became so damn easy. Some healers are forced to do extra damage, because there is actually nothing to heal. Neither in "Expert" Dungeons, nor in Alexander Savage (A9S for example). No matter if tank, DD or healer: the only thing that counts is DPS. DPS everywhere. For DPS-Checks, for speedruns, for fflogs, for everything.

You can throw up all the roadblocks you want, but unless you are enforcing it mercilessly in every single df outing, you are going to have players that aren't performing to your standards.
And that's good because we all start a new fight derping our way through it with no chance of recovery.
OP, there comes a ooint where you need to either save yourself the blood pressure and stop, or take things as they are and give up the notion of speeding though the game.
And the result is: More and more skilled players do not join DF and PF groups and the players who are left over are not able to clear that content at all, even these, who would be able to do it.
Latest example was Zurvan Ex, where you could see this already very clear.
Do you really think this is a good direction for the game?

Not even partaking in Zurvan ex due to the "Skip Soar" and "know mechanics" stuff. I'm honestly sick of the choice of either spoiling myself or dealing with wierd symbols that suddenly kill me without proper direction.
