The game was degraded too much to run on PS3. It was also degraded because after the failure of 1.0 they didn't have the money nor the time to focus on graphics. They needed a working game with good gameplay out soon. There are a lot of quality issues in the game. Sure some of them are neat picks but the horrible texture quality is not a neat pick.
There are some other quality issues like this for example:



Notice the horribly banded background on system menu. It is present on some GUI windows but not everywhere. Notice how the Party window is smooth without color banding/artifacts.
