    I doubt the people will get much from SE if it keeps up this game of victim blaming. By the looks of it the rates of Harassment were simply too high for SE to deal with and they weren't willing to divert more resources to one game mode.
    People get reported on a daily basis, its the factor that SE want the report function to be used as a last resort so to speak, whereas the players see it as any bad word should be reported. if anything they can simply add a new "report" icon based just for PvP related incidents, which separates their PvE / PvP disputes, as well as this way any form of "the boy who cried wolf" from pvp will be made a bit more apparent.
