I don't think I'll ever understand the logic that if there's 3 jobs the trinity will be covered, yet if there's 2 they both have to be dps.
When the more logical is that if there's only 2 new jobs, one is guaranteed to at least be a tank or a healer.

To me it feels like that healers and tanks are being added at the same time unless I see otherwise. It sounds more legit to have a second dps than have either only a healer or a tank. In terms of gearing gaps, a STR dps and an INT dps are indeed missing to make it symmetrical in a way.
The problem is the whole 'missing' str and int gear argument is so invalid. Going by how things are looking, it seems we'll only get 2 new jobs per expansion while there are 5 main stats... the expansion after Stormblood will just make more departments unequal again. I see where your coming from but to put Tank/Healer in one expansion is such a waste of potential when they are the 2 roles that keep the queue times rolling, If they paired DPS/DPS in one expansion it would be nightmarish, but DPS/Tank or DPS/Healer would keep the queues healthy which are an essential thing to keep well cared for at the launch of a major expansion. To me it feels like that healers and tanks are being added at the same time unless I see otherwise. Regardless of alternative ways to level up... dungeons are the way forward as they'll teach you the most about your role and job while PotD and FATE's will do no such thing. Also consider the appeal of SAM might even get some Tanks to drop and level SAM first and even main it, lowering the tank shortage even more, it's not always about increasing it, but also keeping that population happy.
