But will they? The reason they use jump potions is because they aren't as interested in it. It might be a small side thing that a very few of the people do like in WoW. For the majority of new people who use jump potions, they would feel that outdated content isn't worth doing. They don't know the game, they don't know what's good and not. And since the developers let them skip it, they would feel that even the devs agree that outdated content isn't that great that they would enjoy doing it. ARR had quite a few low points and bad points in it, but Heavensward is still a great story to go through even when 4.0 is released and everyone is in the new maps.

They may and they may not. It really depends on the person and whether they want to go back... and that's if they care about stories in MMO's at all.
I've already levelled an alt to level 60 on the Siren server, as I don't really need to work on my current main (I don't do Savage raids any more, my Relic is up to date and I've beaten Sophia).

That's my whole point. With the developers also promoting the idea that Heavensward is outdated and not worth doing, people won't have much reason to go ahead and do it later on. And even if people don't care about the story in XIV, the 3.X maps, dungeons, quests are amazing. That's months if not years of development work put into 3.X content which is still great but it will just be skipped by those that buy the level up potion. That's 1-2 months of play time that people will skip which is still good to do even when it's outdated.

The goal isn't to get new players to enjoy old content anyway, would it be ARR or HW. It's to make new players stick with the game. Period.

The only way to do that is to allow them to get into the "active community" as fast as possible. This is why jump potions exist, and also why just making ARR&HW "easier" and "faster" isn't good enough.

They're still going to be doing those dungeons for their tome roulette's. Level 60-70 Job Quests and Main Scenario Quests may also require them to backtrack into those old areas, for one reason or another.
Side-quests I've never read the dialogue of. I don't very much care for NPC's telling me to go somewhere to kill/fetch a thing. I've also not touched the Hildibrand storyline in HW because I'm not a fan of him.
