    Lord no! Normal modes are enough of a pushover already. There should be some challenge in content outside extremes and savage.

    Steps of Faith was nerfed because it gated off the expansion and people were intentionally dropping out of it trial. Basically, Square panicked at the possibility new or returning players wouldn't be able to unlock Heavensward. A better example would be Pharos Sirius. Nonetheless, we more recently saw demanding for nerfs on Final Steps of Faith and Weeping City, which the devs flat out said would not happen. People eventually get better if you push the accordingly. Slight curves in difficulty are how you can build a midcore for your game. Another stickler to Steps of Faith is veteran players who cleared it had no reason to stick around. You didn't get anything. Weeping City forced patience because of the rewards.
