First and foremost they need to make raids more accessible - one of the biggest detriments is organizing people. WoW veterans who managed a guild back in Classic during the 40 man raid time will laugh at the notion, but it seems a huge problem to schedule people in a static.

That said, I think the hardest content should be solo content, with content becoming increasingly easier the more people are involved. The whole team jump rope design of raids pretty much forces statics, because you need to have people accountable and you really, really want reliable people - and that gets harder the more people you need.

As for rewards, I think the best equipment currently in the game should suffice, even if it's only temporary. The point of difficulty levels is to entertain people of various skill levels and talents, not to create bragging rights and fuel people's egos.
