Each of these patches have numerous quests in them. As a current player its not so bad because you up to date with it. If i was a new player and there was no form of way to speed up this process before the next expansion I will just say forget that and lose all interest.
It's not that bad - I started the game during last patch of ARR and got through whole leveling process and all MSQ in two weeks.

And heck, all that content was new to me. It was like living a dream, nice amount of fresh content. -- While now I'm just twiddling my fingers, waiting for them to add more story.
