This is an extremely silly thing to say.

At times can a healer help carry bad dps? Sure

But the ONLY reason for a healer to dps...no...just no

That's the only reason I ever see people say. ' ^'

"These DPS can't finish this run in X minutes if I don't DPS!"

"These DPS can't kill the boss if I don't DPS!"

"These DPS are undergeared so I have to DPS!"

So yeah, it's basically the only reason ever for a healer to DPS, No exceptions from what I've seen.
