There are minimal rewards to be had for the Mentor in this situation. They explicitly stated that they didn't want to incentivize the program with titles or glamour items because then it becomes something for a completionist rather than something players who genuinely want to help use. I don't quite comprehend how you foresee it being toxic when the players who would likely not function well in the system will quite literally ignore it.

There are all ready elitists in the game. They look down on everyone who hasn't accomplished the things they have, they say stupid things like "kappa" every other sentence because they spend too much time on Twitch. They talk about how awesome they did on Seal Rock because they're constantly seeking some sort of personal gratification hoop to jump through. That sort of player doesn't want to help others get better, or offer advice. They want to be an a-hole who's better than other players. There's nothing wrong with that, really, but that sort of person isn't going to dedicate their time to helping a new player they view as something not "worth" their time.

Will there be some sort of odd elitist-casual hybrid created by a system meant to help out fresh players? I have zero idea, but I'm relatively sure they'll be filtered out quickly when there's unrest in the system. If you really believe that this is just going to breed some new level of prick, I'd say you're only partially correct. If that type of player is going into duties and vote-kicking new players due to a lack of patience, I doubt they have the patience to tolerate a system such as this.
