And just to throw it out, I use vengence and raw intuiton as a dps cooldown for my triple decimates ¯\_(ツ)_/¯, so I'm not really holding onto them, but I wouldn't consider them tanking cooldowns either.

I'm sorry, but I'm not sure what to tell you if you don't consider possibly one of the strongest defensive cooldowns in the game a tanking cooldown.
