It's too broad of a stroke for tanking. The cooldowns should ideally be used based on the circumstances. There's absolutely no reason to use cooldowns if you're doing small pulls (and I typically do this if this if the DPS is less than subpar AND the healer isn't dpsing, at that point more often than not they are overhealing me), even when you forego your tanking stance. A perspective or playstyle should never be absolute and there's always room for variance depending on what's going on.
