In this case the customer chose an economy package (NA players on an EU server) but had been getting the deluxe package (NA players getting NA ping times). This wouldn't be a downgrade, just a correction.The reason for the free transfer off Chaos is because the move will be a downgrade in service for some players.
Transferring from NA datacenters to Chaos would be an upgrade in service for some players.
Compare with a cable tv provider... If they downgrade one service offer, they need to compensate the customers. But they're sure as hell not going to give free upgrades for customers not on the service being downgraded.

Really disappointed, actually.
They have already made the decision how the transfers will be handled and they won't change it. If you wanna play on EU servers that badly, you will have to pay for the transfer. However, if you don't want to pay for it, your gaming experience will stay the same as it's now, simple as that. If you made the decision to play on NA server and ignore the recommendation the game gave you, now you have to take a responsibility for your choice. As wonderful as it would be to give everyone a free transfer, I doubt it will happen.

I have to say I agree - back when many moved from 1.0 to 2.0 there was no difference and at that time there was no plan for a EU data center. Ragnarok (EU) was created because people were saying it was hard to gather together with other EU players - so SE made a server saying if you want to play with EU people that have time zones like yours and it will be easier to get together and do things, this server is EU.
But it was not put there because they planned on making a EU Data Center. Actually back then, if I remember correctly they said they had no plans on making a EU Data Center and that Ragnarok was there for people who wanted to play with people in their time zone. People just went wherever they wanted because it didn't matter.
Yes they have been planning on making a EU Data Center for about 1 year now - but many people made their choices on servers over 2 years ago before the idea was even brought up by SE. I am a US player on an NA server - but even I feel bad that the EU's don't have a choice to transfer over to a EU data center for free as well.
It would be very easy to do - Only players who are transferring off of or on to the Chaos Data Center can use the free transfer (So if someone wants to go from say - Hyperion to Balmung they won't be able to because that's NA to NA)
I think that it is fair to allow all EU players to have a chance at a better ping, and none of them should have to pay for such an honor since this was not brought to anyone's attention over 2 years ago when the origonal transfer was allowed.
TLDR; It is not an EU players fault that over 2 years ago they picked from servers that were marked NA/EU - with the belief that NO EU Data Center was gong to be created. So it is not fair to make them pay to transfer now. Just open up transfers to everyone but on the strict basis that players can only transfer ON TO or OFF OF the new Chaos data center and NA to NA transfers will not be allowed for free.

I signed up (American living in Europe) a few months ago, and I was given distinct choices of US or EU. While i know it all routes to the same place, it made it clear Europeans should go one way and Americans should go another.
The option would be nice, because the lag is noticable, but honestly why would a European choose to play on a US server anyway? They're marked that way for a reason.
I don't see why they couldn't just waive the transfer fee for any transfers both on or off any server associated with chaos data center. That's what I would have expected them to do.
