The reason for the free transfer off Chaos is because the move will be a downgrade in service for some players.
Transferring from NA datacenters to Chaos would be an upgrade in service for some players.

Compare with a cable tv provider... If they downgrade one service offer, they need to compensate the customers. But they're sure as hell not going to give free upgrades for customers not on the service being downgraded.
