Yes that is indeed how they did this HOWEVER, normal mode was worth creating due to the demand, the costs would have been there regardless to at least produce that as it was a viable and well received content source. So why would they not create the additional 10% work to generate content that would garner revenue generating players than it would cost to create. If they had created Normal mode then done Savage development it would have the same costs to create as doing Savage then scaling back.
