Correct, but in your earlier post you specifically stated that a "SCH can basically do the equivalent to a RR expanded balance/arrow." My point is, that is only half correct as it is like Arrow, but nothing like Balance.
You're missing the point. All that matters between these 3 buffs is how much they increase dps by. It doesn't matter if that is through speed or raw damage, the end result is the same.
Admittedly it's been about a month or so since I've seen the math, but if memory serves both cards end up evening out, and are only better than SCH by 1% or so. A difference so small that SCH catches up and surpases the instant they don't get an expanded RR and arrow/balance on alternating turns.

You are trying to state Fey Wind is the same as Balance and that is flat out incorrect. I'm sorry if you just don't want to admit you made a mistake in your post.
